2022 Amendments Proposals 

Changes to the class constitution or class rules are to be made in advance of the end of year class meeting. The proposals to be voted on are as follows:

Number of headsails

Class Rule Change Proposal:

Replace Rule IX, to read "Boats shall be raced with a maximum of six sails on board. These sails shall consist of:"
Replace Rule IXc, to read "Two jibs"
Effective date January 1, 2025

Abstract:

Having raced the Moore 24 for over 10 years now, I've witnessed and experienced many of the challenges that keep owners from getting their boats out to race, and challenges that keep sailors from joining our fleet. Complexity and costs are two key issues that arise very frequently. I have proposed the following rule change for a class vote, and if accepted, would take effect in 2025. My proposal is simple - eliminate one headsail. Adopting this change means maintaining two instead of three headsails. It simplifies decision-making by offering one fewer choices. It makes it far more likely that most boats on the race course are one-design. It lowers the cost barrier that many, especially new owners, grapple with. The question - "what do I need to do in order to be more competitive?" would have one fewer $3000 choice to make, one fewer set-ups to rig properly, one fewer modes to learn, many fewer sail changes on the water. I encourage our membership to adopt this change.

Response from the Technical Committee:

Three members provided their input. They are not in support of the proposed rule change. Reasoning is as follows:

Boat typically sails with two jibs 80% of the time.
Initial outlay for two sail purchase may save some money but sail purchases come down to the number of actual sail hours. In the long run, it doesn’t matter how many jibs you have - cost of replacement is cost of replacement.
A #2 typically doesn’t get replaced as often as the #1 and #3 – maybe every 5 years if it sees a lot of use.
Use of a #2 allows a crossover sail option in 12-17 kts TWS.
#2 is a useful sail for shorthanded sailing.
